FR4 contain 7-8 % Bromide as Tetrabrombisphenol A (TBBA)
If a PCB has tin/lead as surface treatment, then the PCB contain lead.
FR4 does not contain Antimontrioxid, Asbest, Cadmium or Quicksilver.
FR4 does not contain Chloride compound or Isocyanats.
FR4 does not contain compounds that disturb the ozon layer. 
FR4 does not contain Polybromide Biphenyle (CAS no:13654-09-6) or Polybromide Diphenylether (CAS no.: 1163-19-3)
